Investing is for the long-term (stocks especially) and so the money you wish to invest should not be part of the payment for housing or related costs.
If the 20k will be used for inital expenditure, then your options are high-interest savings account and/or fixed desposits. While these investment products offer low returns, what you should be looking for is guarantee of capital so you dont have to fork out more money at the end of 1-2 years.
