I’m thinking of either using Citi PremierMiles or this new AMEX Platinum Credit card (or it could be platinum reserve I can’t remember!) that will give me a luggage if I spend $4.5k within the first three months!

Hello,
You will get nothing if you use Citi PM to pay for your insurance and road tax.
However, as of now, AMEX still award MR for insurance spend. No such luck for road tax as the LTA website does not accept AMEX.

Yes, you can get miles.rewards, however you need to pay a fee for it.
There is a website callled "cardup" which converts such payments (which tend to be excluded by credit cards) into expenditure that is recognisied by credit card companies for earning rebates and airmiles.
