Regarding FSM and POEMS dividend charges, does that only apply to US stocks or inclusive of Singapore Stocks as well?

With POEMS for all dividends

Cash Dividend is 1% on net dividend subject to min SGD1.07 capped at SGD53.50 + Foreign fees and taxes (if applicable). Waived with Cash Plus Privilege account.
