I'm buying a resale flat, but not sure where to get a valuation report of the flat. How do we check for hdb valuation?

Seeking advice on resale flat. Should my fiancé and I get a 3-room hdb now (only me working) or wait for another 2-3 years to get condo/bigger 4/5-room hdb when he starts working (combined income x2)?
