Can anyone advise how to get hdb resale or bto 3 room hdb flat as second timer, is there any possibility to void the levy and get hdb loan again?

Hope I understand your situation right.

1. You have gotten a BTO/Resale with grant before
2. You are asking on how to avoid the HDB Resale Levy and get another HDB loan for your next HDB purchase

If I understand the above 2 points right, the Resale Levy is meant to "fine" second timers from purchasing their seccond subsidised housing. Unless you have special reasons, you can always try to appeal and let HDB consider (case-by-case basis) and hope for the best. Otherwise, you are eligible to 2 HDB loans per life time. Unless (again), you have special reasons, you can always appeal to check if a 3rd HDB loan is possible (case-by-case basis).

Hdb resale just buy from open market, bto 3 room just apply like normal BTO (lesser chance cos 2nd timer)
