Like Barry and Elijah mentioned, the different rounding policies and the expiry dates for the 2 cards. If you are lazy to calculate the best card to use for each payment , you can get citi card for all payment.

I hate doing tracking as UOB has the $5 per block earning criteria. On another hand, I have two mile earning cards.
One is UOB preferred card for all my Paywave transactions to earn 4mpd. The other would be Citi Premier Miles for all sorts of transactions.

UOB privii miles have a better earn rate than citibank cards. Other than that it is down to their expiry rate, citimiles do not have expiry while uob's has an expiry, so citimiles give you a long leeway to accumulate and plan with your credit card expenditure . In terms of hack, always sign up for cards which gives more airmiles for speciliased expenditure

I'd take Citi PM in general over the UOB PRIV for 3 reasons: Miles that never expire, an insane number of transfer partners, and miles that can be earned from the first dollar.
I hate to be awarded nothing because I bought something worth $4.90 (thanks to their rounding policies), then go home and find 100K UNI$ wiped from my account because I forgot to transfer them out to KF (where another 3 year countdown starts).
However, if your expenditure is generally high, the UOB PRVI has its merits, and you'd also be able to accumulate miles faster to burn them, since you have high expenditure.Furthermore, overseas spend is 2.4mpd, so if your expenditure is heavily skewed towards overseas spending, UOB may be a card to consider.
If you don't want to go through the trouble of calculating which card earns more miles based on a sample of your expenditure, I'd rather stick with Citi in this case.
And as a side note, the PRIV miles doesn't offer lounge access at all. Citi offers 2 visits to the priority pass lounges in a calendar year.
