By birth month. I have checked before, even for purchase of resale flat, the signing of the formal agreement to purchase the house - offer letter must be on or after 35th birthday (verified with HDB and seller agent). Should be the same for BTO.

I have thought of BTO too - but realized the availability is super limited - only non-mature estates + little/low floor/no units available during my search (year 2020-early 21). End up getting resale.

You still have a year - good to do plenty of research.
