If I am porting my line to another telco, but line is under parent's name, are my parent required to transfer the line to me first before I register?

Long answer short, yes

I am having a problem with this. I was not allowed to port over from M1 to GOMO because my M1 number was in a bespoke SIM-only plan, under my husband's NRIC. M1 doesn't allow transfer of ownership if it's a Bespoke SIM-only plan.
