How does someone living in Singapore buy Vanguard Funds?

How do I do this and what's the most cost-efficient way to do this?

You can consider using TD Ameritrade to purchase the Vanguard ETFs from the US stock market. For example, VOO which is Vanguard S&P500 ETF.

Just curious, any reason for look at Vanguard funds in particular?

If u r referring to Vanguard mutual fund, it's not available to Singaporean. Alternatively u can buy...
