I am renting a car in Melbourne currently and the windscreen got hit by a small rock while driving on the highway. So now there's a small crack in the windscreen about 2cm wide. The rental firm (Budget) mentioned a 4500 excess amt. Will they actually take 4500 immediately when I return the car? Or will they only take up to the repair cost amt?
Thinking whether I should just diamdiam when I return in hopes they dont see anything lol.

Check your travel insurance and find out if they cover for damages to the rented car. Some travel insurance covers for this section.
Upon return, they will usually check the car for damages before renting it out again. Likewise, the next driver will check the car before renting it and to report of any damages.
The staff will either ask you to pay for the excess upfront, or to charge it to your deposit. Either way, they have the right to pursue you for damages (this is often written in the rental agreement).
If the repair cost is less than 4,500, they will take the repair cost, e.g. $1k. Otherwise, the maximum loss to you will be 4,500, assuming no other terms stated in the agreement.
