Should I invest in FTEC ETF through the FSM RSP?

This would really depend on your risk taking ability. Although it might seem like the technology sector has been doign well and will be doing well in the near future, it is important to diversify.

After all, if something happens that strikes the tech industry (huge malware which infects many computers), it can mark a huge downturn in your portfolio.

If you are RSP through FSM, you cannot change much to the dividend handling fees.

Outside of diversification, I would say it is a decent ETF, but DYDD!
