If FSM RSP doesn’t have the ETFs I’d like to invest such as ARKK, ARKG will it still be worth to deposit $1k monthly into FSM?

Based on my understanding the cost is at $10 if it’s not listed in RSP? The cost will deduct for every each ETF I’m buying or it’s a 1 time cost of $10 when I transfer to FSM? Cause I’m actually buying around 5 different ETFs with the $1k monthly.
