I saw some deals which are valid for New-To-Bank customers only, how do I know if I am a New To Bank?

What exactly will qualify me as new-to-bank?

Interestingly I actually called in to check with some banks over the past year as I had applied for a CITI CLEAR card when I was in University.

Turns out that you would have to wait for 1 year (12 months) before you are considered a new to bank and I know this applies directly for AMEX and CITIBANK, anyone wanna share their experiences from the other banks?
