I already own one HDB, can I still owe a private property and get a loan for my second property?

Yes you can. There are a few requirements you have to take note:

you have to fufill the minimum occupancy period
be singaporean, else sell your hdb
take note of the lower loan to value ratio
additional stamp duty
total debt to servicing ratio (if you have not fully repaid your hdb/bank loan, credit bills, etc)
