Assuming I received my card on November '19 and the statement date is on the 1st of every month.

For your billing quarter, it starts from the month your card is approved onwards. For your case, once you confirm that November 2019 is the first statement month of your card, the cycle goes like this: First Quarter (Nov, Dec, Jan), Second Quarter (Feb, Mar, Apr), Third Quarter (May, Jun, Jul) & fourth quarter (Aug, Sep, Oct). The cycle then repeats.
The rebates are received on the first month of your next billlng quarter. For example, first billing quarter rebates will be received in Feb 2020. Do note it can be credited in any day of your statement month but it will be there before the closure of that statement month (in this case Feb 2020)βββ

Tip:
-On the E-statement credit bill, there states your quarterly rebate eligible months.
(Feb,Mar,April : One quarter... so on and forth)
Must fulfill the minimum spending($500,$1000 or $2000) for ALL THREE MONTHS.
-Call the customer service officer to change your one card billing to first day of the month for ease of tracking the rebate..
-You need to be very meticulous on your spending now... as they have excluded many other spending... just for your info. βββ
