Can I earn cashback for insurance pymt with AMEX true cashback card? seems possible in Amex exclusion list but just want to confirm. if not,do you use top up grabpay MC with amex and use GPMC to pay?

Yes, you can earn cashback on insurance premium payments with the AMEX True Cashback card.
The AMEX card is very generous with its cashback-eligible spend. There are very few restrictions, so the vast majority of your spend is allowed to earn cashback. This inludes frequently excluded categories like education payments, insurance payments, hospital bill payments, rental payments, and so on.
In this regard, it's quite similar to the UOB Absolute Cashback, which (almost) doesn't have any restrictions on cashback spend. The UOB Absolute Cashback gets you 1.7% versus AMEX's 1.5%.
