This is down to the fact that most condos can be bought en-bloc by private developers. Now it's definitely not something to bet on, and you shouldn't over-confidently buy very old properties in hopes of an en-bloc; but it is one thing condos have going for them that HDB flats don't.
As a matter of personal opinion: getting the 80 per cent consensus for a condo en-bloc is hard enough. I feel it's going to be even harder to get that consensus in a dense HDB developent for VERS.
