Any tips on how to meet $500 min credit card spend and 3 GIRO transactions for UOB ONE card and account?

Does paying for your UOB credit card bill via GIRO count as an eligible GIRO transaction for the UOB One Account bonus interest?

I currently have a Standard Chartered Unlimited Cashback Credit card, However, it did not take into account the premium paid for my annual Personal Accident Insurance policy. Are all online transactions not eligible for cashback?
