Why does HDB consider resale flat owners, who wants to try for 1st time a BTO, as a 2nd time buyer? I think this unfairly penalises these segment of people?

Why do you think of this HDB rule?

Public housing is meant to give everyone the opportunity to live in a home they can afford.

Being a land-scarce nation, I think it is fairer for those who currently do not own a home, to be given a higher priority when it comes to purchasing a BTO.
