Spend to save your time.

Use money to buy time.

Time cannot be gained back once lost. Money can.

If you are referring to splurge on things you want. I think the best time to spend (splurge) is when you can spend it within your means.

E.g. Buying a luxury watch at 10,000SGD does it affect your lifestyle? Do you need to cut down your other essential in order to buy? Does it affect your monthly investment commitment? If no, and if you really feels like it's something you want and have done sufficient research to justify it then I think you can go for it.
