What is the most cost-efficient way to transfer USD into Interactive Brokers? Are there charges for SCB Remit on USD to USD transfer?

Transferring via Standard Chartered's SCRemit is free.

DBS has a similar function too, which is DBS Overseas Remit.

There are also third-party platforms such as TransferWise and Instarem.

Ultimately, I would advise you to do a comparison between all the various banks and platforms with regards to their foreign currency exchange rate (which changes from time to time).
