No, the only way to withdraw USD from IBKR to SG local bank is thru TT (or Wire Transfer in IBKR terminology).

There are other withdrawal methods called ACH/GIRO. ACH is for US bank transfer, whereas GIRO is for SGD only. You can convert USD to SGD and then transfer SGD to SG local bank using GIRO.
