I would recommend TD Ameritrade or Tiger Brokers. Low fees

They generally all get cheaper and cheaper,

f.ex. TD Ameritrade currently 0.00 USD per trade for U.S. stocks / ETFs.

But over there, there are also some 0.00 USD competitors.

30% of the U.S. dividends, will however be withheld at the source for Singapore residents.

Though cost reduction is really essential to performance, nowadays the fees also in Singapore are already tolerably low with POEMS or FSMOne ... and others ..., not so important anymore when the invested lump sum reaches a certain amount.
