Lets say one's goal is to hit the ERS( to also have comfortable payouts under CPF Life). However what if we just started our career and may not be able to hit the ERS by 55 due to a few things, perhaps not enough time to accumulate the required amount or our earnings are average. Maybe there's more circumstance that we can't hit the ERS (or even FRS).

What do you mean by that statement and where was it mentioned?
Voluntary CPF contributions via RSTU do count towards the CPF retirement sum.

Where did you get this idea of "Voluntary CPF contributions does not count towards the 3 CPF Retirement Sum" (assuming the 3 CPF Retirement Sum refers to BRS/FRS/ERS)?
