Tiered vs fixed account for IBKR accessing LSE? Looking to dca monthly into ucit etfs

Saw that tiered account charges a min of 1usd per trade whereas fixed charges a min of 5usd or 6gbp per trade. Which account type would be better for an investor looking to dca monthly into CSPX/VUSD ? Can the account type be changed anytime and does both allow fractional shares?

Any ideas? I want to do DCA in UCITS etf via IBKR. However, for example USD 100/ etf in 5 etfs, i.e USD 500 per month will costs upfront USD 10, OR 2%. Is it high? What am I missing? is DCA not good in IBKR for UCITS?

Tiered is cheaper if you make trades with value below 6,250 USD or above 78,000 USD.

You can switch between tiers but it takes 1 working day to become effective. Fractional shares are only available on US markets and not on LSE.
