No inactivity fees for IBKR. Is this the best platform to buy LSE ETF now?

Have been buying LSE ETFs using SCB, min $10. Given there is no IBKR inactivity fee, is this the best platform to buy LSE ETF now?
Are there any other fees for IBKR?
Fixed vs tiered? Which is better? Do I have to choose when opening account?

Main cost you probably have to watch is currency conversion (~SGD2.70), especially if you DCA every month. Other than that, you'll only need to watch for the withdrawal fee (USD15) (you have 1 free withdrawal every month).
