Is spending 1500 SGD in IBKR per quarter - 2 shares of CSPX (~1270) and the rest buying fractional shares of VWRA a good idea?

Pros

rounded amount invested each quarter.
2 shares - crosses threshold of good exchange rate/keeps commision low

Sounds good, but IBKR allow fractional for LSE?
