I believe it's relatively easy as long as you use it a decent amount, but you'd have to make the request yourself. I seem to recall users saying that you can request a fee waiver via ibanking, but I don't own a DBS credit card myself so I can't confirm this. If not, you can just give DBS a call or contact them via live chat on ibanking.
I can't tell you if you need to spend a specific amount before being able to get a fee waiver, but for entry-level credit cards, banks are often incentivised to waive the annual fee for customers in order to retain customers, so I think there shouldn't be a problem. Then again, they are by no means obliged to. To avoid unnecessarily paying an annual fee, make the request for a fee waiver well before your annual fee is due (~1 month).
