In land scarce Singapore, is it true that over time property rises will still continue to rise?

So I should buy a private property if I can afford to hold it long term (e.g. 20 years)?

Yes over time, property prices generally rises but however, the prices of property is very dependent on our government as well. If they think that property prices are increasing too quickly, they will implement cooling measures. Therefore, the price increase will be controlled.
