I used to use Standard Chartered as well. Transferring positions out will incur a fee of USD 39 per counter (assuming your positions are in USD).

For me, what I did was selling on Standard Chartered and then buying back on IBKR. It's not a perfect solution since the price will change as you move the money over, but the loss in between should be relatively minimal.
