ROM will probably be last quarter 2022, planing to start looking for resale HDB after CNY so and to keep the key hand over 3-6 months before the ROM. Reception should be 1 year after the house.
I have heard that people can appeal the key to marriage cert duration past the stipulated 3 months if they have proof of the planned date (eg. Book banquet date)
Looking at resale cause the current BTO completion times are 5-7yr. Sale of balance flats can be considered though.

3-6 months before the ROM should be enough for reno plans if needed.
Proof of marriage and appeal
3-6 months should be reasonable for HDB to accept the appeal too.

1 Year after the house and 6mths after ROM. Such plans have been more common these days due to the COVID situation. If you and your family feel that it is necessary, just do it. I would prefer something closer to the ROM date if not the mood would be gone.
