My friend stays in a 4 rm BTO and she spend 10k mainly on the kitchen renovation, cum installation work for the 4 aircons and a temple altar. For windows, she bought tinted stickers and get the contractor to help her to put on. Simple and nice.

40k (with a bit of buffer) should be sufficient if you don't do too much carpentry. If you took up HDB's floors and doors and you limit your carpentry to just the kitchen, then 30k might even be enough. But if you intend to have built-in everywhere... then the sky's the limit. Depends on what you want.
