Are there cases where we can move in ahead of schdule because i see some homes already occupied even though e.g parks or void decks even completed...

Yeah I've heard of cases, though its not very ahead.

Yes, it is possible for BTO flats to be completed ahead of schedule. The completion date provided by HDB is an estimate and the actual completion could be earlier or later depending on various factors such as construction progress and unforeseen circumstances. However, it's important to note that even if the construction of the building is completed ahead of schedule, there are still other processes that need to be completed before the flats can be handed over to the owners. These include quality checks and rectification works.

As for your second question, HDB does not release flats block by block. The flats are released in batches during the BTO or SBF exercises. Once the flats are completed and ready for occupation, HDB will start the process of inviting homeowners to collect their keys. This is done in batches and not necessarily block by block.

Regarding your observation of some homes being occupied even though parks or void decks are not completed, it's possible that these are part of earlier phases of the same BTO project or a different project altogether. It's also possible that these are flats from the Sale of Balance Flats (SBF) exercise or the Open Booking of Flats, which are balance flats from past SBF launches that you can apply for anytime throughout the year.

Remember, the actual timeline may vary and it's best to refer to the official communication from HDB for the most accurate information.
