Are there cases where we can move in ahead of schdule because i see some homes already occupied even though e.g parks or void decks even completed...

Once the flats are completed and ready for occupation, HDB will start the process of inviting homeowners to collect their keys. This is done in batches and not necessarily block by block.
Regarding your observation of some homes being occupied even though parks or void decks are not completed, it's possible that these are part of earlier phases of the same BTO project or a different project altogether. It's also possible that these are flats from the Sale of Balance Flats (SBF) exercise or the Open Booking of Flats, which are balance flats from past SBF launches that you can apply for anytime throughout the year.
