Does moomoo charge a withdrawal fee?

Nope, Moomoo doesn't charge any withdrawal fees. I would recommend testing out the platform by doing 5 trades (commission-free!) to get the NIO shares as well. It might take a few days to get the shares, sell them and transfer the amount to SGD before withdrawal, but from my experience, you will get most of the $200 :)
