Most people would look to Savings Bond as a way to reduce overall portfolio risk or as a retirement tool where there is coupon payment semi-annually. Returns from SGS bond and T bills are very low and not worth considering for an average investor.

Assuming I only have 1000, which is better to invest in the short-term? Singapore savings bonds or T-Bills?
