Citi Rewards card is most beneficial for online shopping/purchases. If I use my card to buy grab vouchers on shopee, am I still eligible for the 10x rewards?
Does this count as part of online shopping spend?

You need to know the MCC of the merchant. Most online retailers are eligible for the 10x points.

Unless the bank and the merchant has an exclusive relationship, the bank don't actually know what you bought on Shopee, or Lazada, or any other merchant for that matter.
The bank only know you, as the card holder, makes a transaction on Shopee. That is all. And since Shopee is eligible for 10X points, you are awarded 10X points.
