I've a prudential private hospital shield plans that covers 95% of deductible and 5% of the co-insurance.
Can i pay my deductible and co-insurance cap of $3000 with medisave?
Or must it be fully cash?

Generally you are allowed to use your CPF MediSave to cover part of the cost that you have incurred. However, you must note that this is subjected to the CPF MediSave withdrawal limit.

Thereafter, you will have to pay the remainder in cash (unless you have other subsidies or financing schemees available).

Yes, you can choose to do so. Usually can fully paid by MA, provided there is enough balance in MA.
(There is a colleague of mine, who did a surgery in 2021, cap $3000, paid by MA.)
