For kids? You can use balance bikes.
balance bikes has no pedals, and allow the children to get use to balancing.
Once they are very comfortable on balance bike, you can get them real bicycles with helmet, knee and elbow pads and practise on open space.
(bicycles with training wheels does not help kids to get used to balance)
For adults? a helmet, knee pad, elbow and go and do 2 hours of cycling on open field, fall till you are expert. Have fun!
