It's only possible if you are a Singapore citizen, stay in the your hdb for 5 years first (MOP) then you are allowed to buy a private condo.
If you own a private condo first, you'll have sell it within 6 months if you buy a hdb flat, so you cant do it this way.
Do note that you will be subjected to an additional buyer stamp duty which is an additional 12% of the price of the second property.βββ

If I'm not mistaken, these are the rules for Singaporean Citizens:
If you're a HDB owner and want to own a Private Condo, you can purchase one after the 5-year Minimum Occupation Period (MOP).
If you are a Private Condo owner and want to buy a HDB, you will need to sell any private properties that you own.
You can still own an EC provided you fulfill the rules laid out by HDB:
