Would you recommend an investment portfolio consisting of both ETFs and value stocks, or should we pursue passive investment with ETFs and value investment separately?

You can do both ETFs and value together. Theres nothing wrong with that. If you invest wrongly with value investment, you would still have your ETFs. If a recession happens and your ETFs starts dropping, use your value investment skills to find good stock bargains.
