When your capital is guaranteed. Then that's safe. You won't lose any money.

Any instrument that is not guaranteed will have some risk. Very low to very high risk.

So instead of thinking about 'safe', think about how much risk are you willing to take. Usually, high risk high reward (but not all the time).
