Miles and credit cards
I think amex plat card might be better for you if you do book expensive places and hotels. This is because they offer you discounts and rebate for places like Hilton etc, plus their concierge allows you to get into restaurant that ordinary folks can't get into. The only downside is that you need to pay a $1000+ upfront membership fee

I think the OCBC Voyage card is better as the miles per dollar is at 2.4
Amex plat card is only arouynd 0.7 miles per dollar.
Amex has annual fees that can't be waived too. Amex however do give a lot of hotel stays, business class discounts, lounge access etc etc.
Voyage has tremendous value compared to normal mile redemptions.
For travel, I recommend OCBC 90N! It would be the best one so far for travel - 4 mpd! Till Feb 2020.
AMEX Platinum Reserve or AMEX Platinum Charge? They're very different.
Assuming that you're talking about AMEX Platinum Reserve (since the income requirement is more comparable to OCBC Voyage),
AMEX has higher annual fee
OCBC Voyage's joining and renewal gifts come in the form of miles while AMEX gives hotel night stays (current promotion also includes receiving 50,000 spend S$5,000 within the first 6 months of Card Approval and receive 50,000 Membership Rewards points, which is approx. 27,000 miles)
OCBC Voyage currently has a 2.4mpd rate till end of 2019 while AMEX has a 0.7mpd rate only except for selected partners
AMEX gives users a lot of travel/wellness related benefits - complimentary lounge access etc
Both waives off points-to-miles conversion fees
If you're looking at accummulating/acquiring a large number of miles as fast as you can, OCBC Voyage might be a better option. If you want to indulge in some luxurious pampering, AMEX Platinum Reserve might suit you better.
It depends on your spending habit.
For general cards, consider Citi PremierMiles at 1.2 miles per dollar. For stacks in $5, consider UOB PRIV Miles @ 1.4 miles per dollar.
For online spending, consider Citi Rewards @ 4 miles per dollar, capped at $1k monthly.
For shopping and entertainment, consider OCBC 90°N CARD @ 4 miles per dollar.

Currently the best card for overseas foreign transaction in my opinion would be the Ocbc 90N which earns 4 miles per dollar, and 8 miles per dollar if booking agoda or expedia via their dedicated link.
