All first time applicants get additional ballot chances.
If you failed to get a queue number for 2 consecutive ballot on non-matured estates, you will be given another additional ballot chance.
Apply for non-matured estate for better chance of getting a queue number as matured estates attract more applicants in general.
THe rest is based on luck. I personally got a queue number only after 5 tries, and i got a queue 600+ on my 6th try in a non-matured estate. Tough luck but i think some pple are lucky, some are not.

Correct me if I’m wrong but this is not true. If you failed to get a queue number for 2 consecutive ballot on non-matured estates, you will be given another additional ballot chance. To get additional ballot chance, you need to fail twice, and THEN ballot for a unit in non-matured estate. So it doesn’t matter whether you failed to get a unit in matured or non matured estate. The additional chance is applied only after failing twice AND when you’re balloting in a non-matured estate. Edit: ah. My bad. Missed the subtexts under the table.

Hi Jieqin, Please refer to https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/new/eligibility/priority-schemes It clearly states in paragraph as well as in table format that you need to be unsuccessful in balloting for non-matured estate twice, to get an additional ballot chance in your 3rd try for non-matured estate.
