Warren Buffet going bullish on long term outlook of Banks. Does his sentiment apply to local bank context?

As many commentors have pointed out, the stock market has always been increasing since it's inception. Unless the company is in a sunset industry, 10 years from now, the stock price will more or less increase. Bank stocks are just an example.
