Also, for the involuntary no-pay leave for at least 3 consecutive months, is it full 3 months (everyday) or can be partial number of days per month no-pay leave? Eg. Does taking 11 days unpaid leave during a month of total 23.5 working days qualify?

Answer to your first question (before or after CPF): That would be gross, ie. before CPF.
Your second question: It is for full 3 months, and for the period Mar - May 2020, May - Jul 2020.
If your salary has been affected more than 30% during the month you were placed on unpaid leave, 3 months straight you would qualify.
