Question on Citi PremierMiles Card?

I would like to clarify about the Citi PremierMiles credit card. It
is stated that I will earn 2 Citi Miles per S$1 overseas spend charged
in foreign currency. May I clarify: Can the credit card be linked to a USD denominated bank account I hold with Citibank, and if I make a purchase overseas in USD using this card and pay it using this USD denominated account? Will this still incur the foreign transaction fee of: 3.25% Citibank admin fee and 1% Mastercard admin fee? How can I avoid this fee?

No, as the card is settled in SGD and does not provide any multicurrency facility. Only ICBC provides a publicly available credit card with SGD and USD settlement. Your best options to avoid these fees are to use a card that can directly draw from your USD account such as the Citibank Debit Mastercard, or to use a prepaid card service such as Youtrip or Revolut.
