I would like to ask the meaning of: pre-existing conditions in health insurance. Do pre-existing conditions mean that I am currently suffering from it? What if it was incurred before but fully recovered? (e.g: I've incurred mild hearing loss during my NS, but subsequent fully recovered (given an open date by hospital) and I am no longer suffering from the condition today). Do I still have to declare this to the health insurance provider before purchasing the shield plan?

Yes, you will have to declare your full medical history and any material medical case to the insurer for evaluation i.e. past and present conditions. The principle of utmost good faith applies. Otherwise if they discover any previous case or other material fact, they can choose to void the policy and not pay out any claims.
