We bought a resale 4 room HDB unit in 2016 when both of use were PRs. MOP ends by 2021. All of us in family for SG Citizenship 2 years back (in Jan 2018). What is the best option with me to get the maximum grant/rebate when buying the next unit after selling our current unit?

You can try to apply for a BTO.
A BTO in a non-matured estate. The cost could be lower than buying a resale with grants.
And I am never a believer in grants unless you plan on staying forever and never move out because you have to pay back the accrued interest on the grant amount.
