Singapore educational level is high and the syllabum is not easy, MOE kept putting harder stuff and expect P3 to do P5 stuff. So if your kid had difficulties keeping up, may need to consider getting some help.

Coming from a 28 year old, I really appreciated my mom for enrolling me in Morris Ellen and Le Hua, for learning British English and China Mandarin respectively when I was in my early years of education. This strong foundation in language skills has built confidence in my life now, being able to be a better communicator both written and spoken in the 2 top languages in the world.
Your kids no need any tuition if they are doing well. Other enrichment is good but it depends on their interest. If they have no interest, you will be wasting money. The fee varies as different centres charge differently. I would think that brain training is a good prog. It helps the kids to be all rounder.
